These are all good steps so far, and I'm sorry to hear you are still dealing with this issue. It's very frustrating! I'm surprised the Air Force hasn't switched to Mock Billing yet to study this problem. The Navy and Marine Corps did a "temporary switch" to mock billing shortly before the pandemic, and they are still using that. You could get your base involved in leveraging for mock billing, and connect with other Air Force bases to see what steps have been taken there. And there is always value in contacting the Congressional leaders who represent the state where your base is located. This is most effective when you can find service members and spouses registered in that state so they are constituents.

Having the same issues on Buckley AFB. We even have evidence of being overcharged. We are 90 days behind in delayed bills for over a year now. No answers from anyone. I cannot even call my provider and get any answers because “my name is not on the account”. Same things mentioned above, high bills when going away, 200-500$ monthly bills during the summer months too, being told our “actual usage” and then getting our bills and it’s more, the list goes on. But multiple chain of commands are involved, Ig complain has been filed, I have also requested freedom of information act to get the actual utility bills from our provider because we get billed third party. If you have any more insight on steps to take or how to go about this more, I would love to chat. Do you think we should keep paying our bills?

You bring up a great point. When the RECP was suspended for active duty, they overlooked the fact that retired military are living in base housing at many installations. With all the problems that were reported with this program, it is quite likely that your meter is inaccurate and that you are overpaying.
My advice would be to follow the same channels that active duty families did these past few years: keep all your Bill's and records of any communication with housing and the energy company. Contact the energy company and request an audit of your meter. Contact Housing and request the same. Remind Housing that the program was suspended for other residents, but you are still being asked to pay. Unite with other retiree families to request that you also be opted out of the RECP. Use FB pages to connect with each other and compare bills. Take your story to local news channels for coverage. No one likes to hear that retirees are being asked to pay something that active duty already found to be unreliable. Make some noise, and I'm sure they can eventually switch you over to mock biling too.

Great job getting the RECP program temporarily suspended, I think permanently.

Here is my issue, I am retired and living in housing in Hawaii. I have paid my full bill since signing my lease and I have no problem paying for it. Now I find out that the meters are grossly inaccurate, to the point they stop charging all active duty living in housing for electricity.

So, I am and all of the Other Preferred Residents (OPR) still being charged for electricity on a meter that cannot be verified. And... because the rate is so high over the civilian rate I am overpaying about $250 every 6 months over what a civilian would pay.

Any thoughts?

That is GREAT news! I'm hearing that the Army has temporarily suspended the program EVERYWHERE! I hope they take the time to examine the issues and that the other branches follow suit.

Yes, unfortunately that is part of the problem. Lincoln negotiated with just one energy company for all of base housing, and they charge rates on base much higher than in town. This happens at other bases too. Until the military allows competing electric companies on base, then families are stuck with a monopoly scheme. I don't have a way to fight it besides bringing attention to Representatives in Congress that military families are being charged higher rates.

I live in 29 palms Lincoln Militarh housing Vista delta sole this is our second month in the house and our usage doesnt match how much we pay. No lights are turned on during the day we dont use the heater even if we are freezing cold . I only do the laundry once a week. I dont understand why my bill is $200. Back home we had 3 Ac on all day long all lights turned on all day. And our bill was $150 most $200. I want to know if I am able to demand to switch electric companies. The rates w yes energy is three times than local energy companies. Then they double it when we go over the buffer. THIS IS RIDICULOUS!
